Reports To: Chief Product & Technology Officer (CPTO)

Your Mission

As our Vice President of Program Management, you will be the driving force behind delivering critical enterprise initiatives. You’ll bring operational excellence to our technology organization, establish clear visibility across all major programs, and ensure we deliver impactful solutions – reliably, on time, and within budget. This role is pivotal during our significant transformation, serving as a champion for secure, compliant, and auditable delivery, particularly within regulated environments like financial services and healthcare. You’ll also be a key sponsor for initiatives involving Positioning, Navigation, and Timing (PNT), ensuring precision and integrity. You will build and scale our Program Management Office (PMO), leading a talented team of 10+ program managers and partnering closely with Product, Engineering, IT, Business Systems, and Security leaders.

What You’ll Be Doing

Leading Enterprise Programs: Champion the structured execution and successful delivery of major programs, including ERP (Workday), CRM (Salesforce), and PNT-related initiatives, ensuring clear milestones and direct alignment with business strategy and compliance requirements.

Scaling the PMO & Enhancing Operational Rigor: Quickly evaluate the current state and develop a roadmap to mature and scale our Program Management Office across technology ecosystems. Establish standardized delivery practices (like Agile/Kanban) and cultivate a metrics-driven culture focused on predictability and traceability.

Ensuring Visibility & Strong Governance: Design and implement frameworks that provide stakeholders with clear visibility into program status, resource allocation, and strategic alignment. Develop executive dashboards and reporting mechanisms to effectively manage risk and inform decision-making.

Driving Regulatory-Grade Delivery & PNT Sponsorship: Champion delivery practices that meet the stringent demands of highly regulated sectors (e.g., real estate, healthcare, financial services). Act as a key sponsor for capabilities aligned with Positioning, Navigation, and Timing (PNT), emphasizing transactional integrity and auditable systems.

Cultivating Cross-Functional Partnerships: Serve as a trusted partner and influencer across critical functions including Product, Engineering, IT, Security, and Business Operations. Drive alignment, clarify accountability, and foster a collaborative environment focused on shared business outcomes.

Leading and Mentoring Your Team: Lead, coach, and mentor a team of 10+ program and project managers. Build a high-performing delivery organization known for its credibility, execution quality, and commitment to team growth.

Proven Program Strategy Leader: You have a track record of successfully building and scaling Program Management Offices (PMOs) and leading the delivery of complex programs spanning technology, operations, and highly regulated business domains.

Metrics-Driven Operator: You are comfortable leading through data, leveraging visibility, and implementing strong governance frameworks. You instill a culture of delivery that is measurable, transparent, and trusted.

Business-Aligned Technologist: You understand how operational discipline, security alignment, and scalable execution practices directly contribute to keeping the business running and enabling growth.

Credible Influencer & Executive Partner: You excel at navigating complex stakeholder environments, communicating with clarity, and driving alignment from frontline teams all the way to the C-suite.

Security-Conscious Program Sponsor: You champion practices that prioritize privacy, data integrity, precise timing, and compliance, particularly for systems handling sensitive information, financial transactions, or professional certifications.

Builder & Simplifier: You naturally bring structure, clarity, and systems thinking to complex situations. You reduce ambiguity, clarify priorities, and accelerate delivery.

Scaled the Program Management Office (PMO) into a predictable, visible, and metrics-driven function tightly aligned with business and technical strategy.

Successfully delivered key milestones across major transformations, including ERP, CRM, and regulated platform initiatives (specifically those leveraging PNT-aligned capabilities).

Established robust executive visibility into program performance, resource allocation, risks, and key dependencies.

Operationalized standard operating procedures and delivery methodologies (e.g., Agile, Kanban) across the technology organization, driving consistency and efficiency.

Significantly built internal trust and credibility for the program management function through reliable, on-time, and on-budget delivery.

Elevated the program management culture at Colibri, transforming it into a strategic partner for the business.
